Masindi Municipality tops Bunyoro in 2025 PLE rankings despite funding challenges

Masindi: Masindi Municipal Council has once again emerged as the best-performing administrative unit in the Bunyoro Sub-region in the 2025 Primary Leaving Examination (PLE) results.
The achievement was announced by the Masindi Municipal Inspector of Schools, Godfrey Baharagate, while presiding over an award ceremony for top PLE performers from government-aided primary schools in the municipality, held at Masindi Public Primary School.
Baharagate, who represented the Municipal Principal Education Officer, revealed that Masindi Municipality ranked 38th out of 176 local governments nationwide, making it the leading performer in the Bunyoro Sub-region.
He disclosed that the municipality registered 314 Division One results, of which 86 were from government-aided schools.
Baharagate encouraged parents and guardians to enroll their children in government schools, noting that they are increasingly competing favorably with private institutions. Masindi Municipality has 29 government-aided primary schools and 42 private schools.

The scholastic items awarded to the learners were donated by the Masindi Municipality MP-elect, Rogers Byamukama, who said the initiative was aimed at appreciating parents and guardians for supporting government-aided schools, which he noted have often been undermined by the public.
Byamukama added that the initiative is also intended to motivate learners to work harder and improve academic performance in government schools. He pledged to sustain the support throughout his tenure.
Parents welcomed the initiative, praising both teachers and leadership. Joyce Basengera, whose child Innocent Ategeka scored six aggregates at Kabalega Primary School, applauded teachers for their dedication and encouraged beneficiaries to remain focused as they transition to secondary education.
Similarly, Ruth Nyakato, the parent of Nathan Kyomugisa from Masindi Town Model School, said the initiative had eased the burden of purchasing scholastic materials. Each beneficiary received a mattress, a dozen exercise books, a dozen pens, mathematics sets, and other essential items.
The best-performing schools in the municipality were Masindi Public Primary School candidates, Masindi Town Model School, Kabalega Primary School, and Masindi Army Primary School.
Despite the strong performance, stakeholders expressed concern over inadequate funding for government schools and appealed to the Ministry of Education and Sports to increase financial support.
Simon Muhumuza, the PTA Chairperson of Masindi Public Primary School, said most government schools are struggling to operate due to limited resources. He noted that government grants ranging between Shs3 million and Shs4 million per term are insufficient to run schools for three months.
He appealed to the MP-elect to lobby for increased funding to enable government schools to compete effectively with private institutions.
Baharagate also raised concern over the municipality’s funding, citing an annual allocation of Shs300 million, which he said is inadequate even to construct a single modern classroom block. He pointed out challenges such as congested classrooms and inadequate infrastructure.
In response, Byamukama said he would closely monitor government programs to ensure effective implementation. He added that his priorities include education, health care, water and sanitation, and infrastructure development.
