Low turnout for mobile driving permit enrolment in Masindi
"After this exercise, we will start operations to impound motorcycles belonging to riders without permits," Nandinda stated.

Masindi: The mobile enrolment exercise for driving permits in Masindi district has recorded a low response from boda-boda riders, with only two registrations out of over 1,550 drivers.
Abel Kanyankole, the National Chairman of the Driving Schools’ Operators and Instructors’ Association, expressed concern over the low turnout. He noted that despite the government’s effort to reduce the cost of acquiring driving permits for boda-boda riders, many are still reluctant to obtain them. This is particularly concerning given the significant role boda-boda riders play in road accidents across the country.
Jonan Wobusobozi, the chairperson of the Masindi Motorcycle Operators’ Association (MAMOA), attributed the low participation to the high costs involved in processing the permits.
“This low turnout is due to the high fees charged for acquiring the permits,” he stressed.
Masindi Resident District Commissioner (RDC), Darius Nandinda, warned that once the mobile enrolment exercise ends, authorities will begin confiscating motorcycles from riders without valid permits.
“After this exercise, we will start operations to impound motorcycles belonging to riders without permits,” Nandinda stated.
Meanwhile, some drivers undergoing training for the permits commended the Ministry of Transport for bringing the services closer to them, making the process more accessible.
The permit issuance exercise in Masindi district will take place from March 3rd to 7th, 2025, at the Masindi Municipal Council headquarters. In Hoima district, the exercise is scheduled from March 10th to 14th at Kasingo.
