Lamwo District Executive Committee Dissolved

Lamwo: The Lamwo District’s Executive Committee (DEC) has been dissolved following a ‘motion without notice’ raised by Hon. Ouma Vincent, the Workers’ Councillor, during a full council meeting held at Madi Opei Town Council Hall on Wednesday, September 4, 2024.

Hon. Ouma argued that the appointment of four secretaries to the District Executive Committee was excessive, citing financial concerns and claiming that the current arrangement, in place since May 2024, was illegal.

He pointed out that during the council meeting on 30th May 2024, four secretaries were appointed: Secretary for Works and Technical Services, Secretary for Human Capital Development, Secretary for Production, and Secretary for Finance, Planning, and Administration.

Ouma contended that this appointment contravened the Local Government Act CAP 243, specifically sections 16 and 18(3).

According to Hon. Ouma, only three secretaries should have been appointed. He moved a motion to revoke the appointments of all current members of the executive, except for the vice chairperson, and requested that the district chairperson make fresh appointments.

Lamwo District Deputy Chief Administrative Officer (CAO), Mr. Odoch Richard Poromoi, noted that it is within the prerogative of the district chairperson to rearrange and reshuffle the secretaries, including their reappointment and reassignment of dockets.

With the motion receiving majority support, Lamwo District Speaker, Hon. Ochola James, ruled that the district secretaries should take a backbench position in the council while awaiting reappointment.

This decision effectively dissolved the current appointments through council procedures due to the absence of the district chairperson, who is legally mandated to make such appointments.

Additionally, the Lamwo District Council has deferred the approval of Ms. Adong Dorine as a new member of the District Land Board until the next council meeting in October 2024.
