In-charge of Lugore Health Center on spot over unprofessionalism

Gulu: Residents of Lugore Parish Owalo sub-county in Gulu district are demanding the unconditional transfer of MS Jacqueline Grace Olanya, the health in-charge of Lugore Health Centre II.
MS Jacqueline Grace Olanya is being accused of being discriminative, having arrogant behaviors toward patients and staff, absenteeism at work stations, and poor accountability of primary health care money to the parish health management committees.
Okot Ciryako Ojumi, one of the elders who donated the land where Lugore Health Centre II sits, says due to the absenteeism of the in-charge at the facility, patients are prescribed medicine by support staff because the in-charge is always out of her duty station for the workshop.
Meanwhile, Okoya Owen Chris, the Owalo sub-county LCIII chairperson, says due to the unfriendly environment created by the in-charge, a number of patients and pregnant women are reportedly abandoning Lugore Health Centre and instead trekking the distance in search of health services from the neighboring health facilities.
Okoya added that the in-charge has failed to give accountability for primary health care money to the sub-county health committees; the money, he says, is remitted to all the health centers quarterly for maintenance of the facilities.
He reveals that the in-charge failed to maintain the hospital compound; however, she has turned it into her garden, where cassava and maize are planted, which he says is prohibited by health policy.

An attempt to get a side from MS Jacqueline Grace Olanya was futile during the press time as she did not respond to the phone call arranged for her by this publication.
Opiyo Christopher Ateker, the Gulu district LCV chairperson, advised the local leaders in the subcounty to sensitize the community to live in harmony with any civil servant posted in their area.
Ateker noted that the community has no right to expel the person in charge; however, if their complaints are genuine and backed by evidence, the head of department will take action.
He, however, warned that the demands of the community should not be politically motivated.
Dr. Kenneth Cana, the acting Gulu district health officer, confirmed the matter, saying he is going to take action.
