Hoima district council approves district service commission members

Hoima: The Hoima District Council has approved new members of the District Service Commission (DSC) during an extraordinary council meeting held on Thursday at the district headquarters in Kasingo.

Hellen Mulumba, the leader of government business, moved the motion for approval of Florence Kato, the chairperson, Balyesiima Francis Baganja, a member, Rehema Rumbiha, a female representative, Alex Kyehikira, a representative for Persons with Disabilities (PWDs) and Samuel Asiimwe, a member.

Mulumba emphasized that the appointed members are individuals of proven integrity who will serve the district diligently.

During the session, Darlison Kusiima, the councilor for Bombo Sub-county, proposed that the district temporarily borrow the services of the Buliisa District Service Commission to facilitate the recruitment of critical staff while awaiting approval from the Public Service Commission.

However, some councilors opposed borrowing from Buliisa, questioning why that district was specifically chosen. They expressed concerns about a possible hidden agenda and suggested borrowing from a different district instead.

LCV Chairperson Uthuman Mugisha assured the council that within two weeks, Hoima District will have a fully functional service commission.

Hoima District Council Speaker Swahib Nyangabyaki explained that the extraordinary meeting was necessary to approve new members, as the previous commission’s term expired on December 17, 2024.

He also highlighted the urgency of recruiting new staff, as 95% of senior staff have retired, warning that their salaries could be scrapped if replacements are not hired soon.

With the council’s approval now complete, the district awaits final endorsement from the Public Service Commission.
