Hoima councillor evades arrest over Emyooga funds

Hoima: Police in Hoima district are hunting Patrick Rusoke, the male councillor representing Buraru Sub County, on allegations of swindling millions of shillings meant for Emyooga beneficiaries.
This was unearthed by Hoima district chairman Uthuman Mubarack Kadir while launching a survey on Emyooga in Buraru Sub County.
According to Kadir, after cross-checking in different groups, he realized that the above councillor’s contact number received money under different names.
‘’After cross-checking the list of beneficiaries, I realized his number had received money multiple times in different groups.’’
This prompted Kadir to direct for Rusoke’s arrest, but he escaped after seeing police at his compound.
‘’When we went to his home with detectives, he jumped over the fence and escaped. Later, I contacted him to come to the police and record a statement, but he declined. This has prompted me to direct the police to arrest him,’’ he noted.
The district chairperson said he has received complaints from the many beneficiaries for missing or receiving less funds compared to what they are supposed to receive.
Michael Kyakashari, the Deputy Resident District Commissioner for Hoima, says he has directed the Hoima police CID to summon Rusoke for failure to report to the police.
He condemned the act of misusing government funds and vowed that Rusoke would be apprehended for sabotaging government programs.
Kyakashari disclosed that he will write to the Chief Administrative Officer to suspend the disbursement of funds to give room for investigations after registering numerous complaints from beneficiaries regarding extortion.
‘’We have registered many complainants from both Emyooga and PDM beneficiaries, accusing the Sacco chairpersons, the loan recovery committee, and parish chiefs of extorting money for members to benefit from the programs.’’
Julius Allan Hakiza, the Albertine Region Police Spokesperson, says Rusoke is still at large, but they have commenced a manhunt for him, and once arrested, he will be taken to court.
