ENABEL to partner with consolidated Africa in developing Orom Graphite Project
The plan includes water projects, school support, and agricultural initiatives aimed at uplifting the surrounding communities.

Kitgum: The Belgian development agency ENABEL has officially partnered with Consolidated Africa Resources Limited to support the development of the Orom Graphite Project in Akurumo Parish, Orom East Subcounty, Kitgum District.
The partnership marks a significant milestone for Uganda’s mining sector, particularly in the northern region, where the project is expected to have substantial economic and social impact.
According to Habib Abubaker, Deputy Chief Administrative Officer (CAO) of Kitgum District, both Consolidated Africa and ENABEL must work in close collaboration with the district authorities to ensure community interests are safeguarded.
“Their reports and plans must be shared transparently,” Abubaker emphasized. “The district will be involved in all negotiations and community initiatives tied to the project.”
Abubaker also announced the appointment of Mr. Otto Mathew, Senior Land Management Officer for Kitgum District, as the focal point officer for the Orom Graphite Project.
Nabil Halam, Country Director for Consolidated Africa Resources Limited, revealed that the company has been working on a community development plan.
The plan includes water projects, school support, and agricultural initiatives aimed at uplifting the surrounding communities.
“We’ve recently concluded negotiations with the European Union, which has shown strong interest in Uganda’s mining industry,” Halam noted.
“ENABEL will now take the lead on community support programs at the project site in Akurumo.”
The Deputy Resident District Commissioner (RDC) of Kitgum, Hajji Marijan Walire, expressed his appreciation to the Ugandan government for remaining open to investors and development partners.
“Security concerns in the project area have been addressed. The site is now safe, and we are committed to supporting Consolidated Africa as they move forward,” Walire said.
The Orom Graphite Project Site spans approximately 2,093 hectares and is estimated to host a graphite deposit of two to three billion tons a resource that could be mined sustainably for over 50 years.
This partnership with ENABEL is expected to bring in critical expertise and funding for sustainable development, while also ensuring local communities benefit from the project through infrastructure and social services.
