Op-Ed: The newly appointed Assistant Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) will acquire the following capabilities after completing the cadre course at Kyankwanzi:
1. Leadership skills: They will develop effective leadership skills, enabling them to manage and coordinate government programs and services at the district and city levels.
2. Political awareness: The course will enhance their understanding of political dynamics, governance, and the role of political leaders in development processes.
3. Policy analysis: They will learn to analyze and interpret government policies, enabling them to implement them effectively at the local level.
4. Communication skills: The training will improve their communication skills, allowing them to engage effectively with stakeholders, including local communities, political leaders, and government officials.
5. Problem-solving and decision-making: They will develop critical thinking and problem-solving skills, enabling them to address complex challenges and make informed decisions.
6. Collaboration and teamwork: The course will foster teamwork and collaboration skills essential for working with various stakeholders, including local government officials, political leaders, and community groups.
7. Understanding of government programs: They will gain in-depth knowledge of government programs, initiatives, and priorities, enabling them to effectively coordinate and implement them at the local level.
8. Community engagement and participation: The training will emphasize the importance of community engagement and participation in development processes, enabling them to effectively mobilize and involve local communities.
9. Conflict resolution and management: They will learn conflict resolution and management skills, essential for addressing disputes and tensions that may arise in their areas of jurisdiction.
10. Embracing the National Resistance Movement’s (NRM) ideology: As part of the cadre course, they will be indoctrinated in the NRM’s ideology, values, and principles, aligning them with the ruling party’s vision and agenda.

Security and stability: Your leadership has ensured a secure and stable environment, allowing Ugandans to live and thrive without fear of conflict or violence.
Your dedication to our country’s progress is evident in the numerous initiatives and programs you have launched, such as the National Development Plan, the Parish Development Model, and the Presidential Initiative on Science and Technology.
