Kabarole PDM leaders warned against extorting beneficiaries

Kabarole: The Deputy Resident District Commissioner (RDC) of Kabarole District, Jane Benuza, has cautioned parish chiefs and leaders of Parish Development Model (PDM) SACCOs against extortion and misuse of funds, urging them to uphold integrity and accountability in the implementation of government programmes.
Madam Benuza reaffirmed the RDC’s office commitment to closely monitor PDM activities to ensure the initiative achieves its intended goal of transforming livelihoods.
She also raised concern over the rising cases of domestic violence within communities, noting that men are increasingly becoming victims. She called on families to embrace dialogue, mutual respect, and peaceful conflict resolution as a foundation for stable households capable of actively participating in development programmes.
Madam Benuza made the remarks during a one-day training organized by the district on Wednesday at its headquarters in Kitumba. The training aimed at disseminating the State of the Parish Economy and Assets Report (SPEAR), strengthening the role of parish chiefs in data management, and enhancing leadership within PDM SACCOs.

The training was spearheaded by the District PDM Focal Person, Mr. Kenneth Muzoora, alongside the District Planner, Mr. Binta Robert. It focused on equipping participants with practical knowledge and strategies to improve parish-level data management, coordination, accountability, and service delivery under the PDM framework.
Participants were guided on how to effectively utilize SPEAR reports as a key tool for planning and monitoring parish development interventions.
Mr. Muzoora emphasized the need to strengthen leadership within PDM SACCOs, noting that transparent and accountable structures are essential for building trust among beneficiaries and ensuring the success of the programme. He highlighted key practices including proper record-keeping, regular member engagement, and continuous monitoring of SACCO activities.
On his part, Mr. Binta Robert underscored the importance of SPEAR reports in supporting evidence-based planning and budgeting. He urged parish chiefs and technical officers to prioritize accurate and timely data collection, warning that poor data quality can undermine decision-making and resource allocation.
Earlier, the Assistant Chief Administrative Officer (CAO), Mr. Mugarra Marvin, expressed optimism that the training would strengthen teamwork among stakeholders and enhance the implementation of PDM activities across the district. He noted that coordinated efforts are key to improving household incomes and driving socio-economic transformation.
Mr. Mugarra also reminded public officers to declare their assets to the Inspectorate of Government (IG) before the April 30, 2026 deadline, warning that non-compliance could lead to serious consequences, including prosecution before the IGG Tribunal.
